Russell Gibson, Planning & Development Services Director
Planning and Development is responsible for administering
the City’s Comprehensive Plan, Land Development
Regulations and related ordinances. Planning staff assist
customers in complying with City codes and ensure that
adequate infrastructure and basic services are available to
support new development and redevelopment. Additionally,
Planning and Development provides technical data, support
and recommendations to the City Commission, Historic
Preservation Board, Planning and Zoning Commission and
Public Art Commission.
Facilitated 11 public meetings and hearings for the
Planning and Zoning Commission.
Facilitated 45 public meetings and hearings for the
Development Review Team.
Facilitated 10 public meetings and hearings for the Historic
Preservation Board.
Facilitated 12 public meetings for the Public Art
Commission. Heritage Park, Historic Downtown Sanford.
Provided several lectures and training sessions for staff,
board members and the public. Transmitted Evaluation and Appraisal Report (EAR) based
amendment for Sanford Comprehensive Plan update.
Processed 1,866 development applications including:
• 27 annexations Scheduled adoption hearing for November 2018.
• 82 arbor permits Planning staff attended and represented the City of Sanford
• 333 Certificates of Appropriateness at the following regular meetings:
• 20 Conditional Use permits
• 50 driveway and other engineering permits • Citizens Advisory Group for Seminole County Public
• 15 rezoning requests including Planned Developments Schools
• 46 variances • Community Redevelopment Agency
• Development Review Committee - Sanford Airport
Reviewed over 20 demolition permits. • East Central Florida Regional Planning Council
Executed approximately 100 Development Orders. • Goldsboro Choice Neighborhood Working Group
Reviewed 1,000 Building Permits for zoning compliance. Meetings
Reviewed several hundred Business Tax Receipts with • LYNX Regional Planning Group
zoning compliance. • MetroPlan Technical Advisory Committee
Collected $336,725 in Development Review and Permit fees. • Metroplan Transportation Systems Management &
Operations Advisory Committee
Prepared and/or reviewed ordinances for: • Planning Technical Advisory Committee
