Community Improvement is responsible for the
enforcement of the City’s Code of Ordinance and Land
Development Regulations. The department’s code
enforcement activities completes proactive inspections as
well as responding to complaints from citizens. The goal
of code enforcement is to achieve voluntary cooperative
compliance with the City Code. Community Improvement
is also responsible for managing the federal Low Income
Home Energy Assistance Program in Seminole County
which provides help to low income households to pay for
heating or cooling their homes.
Investigated 1,747 code complaints (8.8% increase from
Fiscal Year 2017). 89% of the code complaints had initial
inspection/response within one business day.
Completed 5,649 inspections by code enforcement
officers.
Cited 2,536 violations by code enforcement officers (25%
increase from Fiscal Year 2017).
Scheduled 392 cases (22% of all code complaints) for
Special Magistrate hearings.
Collected $89,033 in outstanding code enforcement liens
through the Lien Amnesty Program which allowed 28
properties to be brought into code compliance.
Collected $57,150 in vacant property registration fees.
Administered $779,087 in supplemental energy assistance
to 2,178 families within Seminole County through the Low
Income Home Energy Assistance Program.
