RECOMMENDATION: CONDUCT THE PUBLIC HEARING AND ADOPT RESOLUTIONS APPROVING THE USE PERMIT AND TENTATIVE PARCEL MAP, WITH CONDITIONS, AND CERTIFYING THE ASSOCIATED FINAL ENVIRONMENTAL IMPACT REPORT (EIR), PREPARED IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES.
