January 2019 edition 20 The County shall not sell, and shall retain ownership of, County- owned Parks and Preserves, and shall not vacate or sell County- owned road segments or rights of way along or abutting any beach, river, creek, canal, lake, bay, gulf access or waterfront vista. The County shall encourage maximum right of way use for public access and viewing of waterfront vistas. Whenever feasible, the County shall make these areas accessible to mobility impaired persons. ARTICLE IV SOLID WASTE MANAGEMENT A mandatory recycling program for all residential and commercial customers of the unincorporated area of Sarasota County shall be provided pursuant to ordinance. (Added 11/6/1990 and Amended 11/3/1992 and 8/31/2004.) ARTICLE V FINANCE AND TAXATION Section 5.1 Special Powers. The Board of County Commissioners shall have all powers to accomplish county and municipal purposes within the unincorporated area of the County. Such powers shall include, but not be limited to, the creation of Special Districts, Municipal Service Taxing Units and Municipal Service Benefit Units. Real property situated outside a Special District, Municipal Service Taxing Unit or Municipal Service Benefit Unit shall not be subject to taxation or assessment for services provided by such entity exclusively for the benefit of the property or residents of such Special District, Municipal Service Taxing Unit or Municipal Service Benefit Unit.
