SUMMONS 67 20 COUNTY COURTS As the highest appellate court in Florida, the Supreme Court, composed of seven Justices, is headquartered in Tallahassee. 5 There are five Disctrict Courts of Appeal in Florida. As a general rule, decisions at this level represent the final appellate review of litigated cases. There are 20 judicial circuits in Florida. Sarasota, Manatee and DeSoto courts make up the 12th Judicial Circuit Court. The Florida Constitution establishes a county court in each of the state’s 67 counties.
