E.        PUBLIC COMMENTS

 

All members of the public wishing to address the City Council are requested to submit a speaker card in advance to the City Clerk. The Mayor will call the names of speakers from the cards. Anyone wishing to speak on any item on the agenda other than those listed under Public Hearings (Section I) will be recognized at this time or at the time the item is heard. There is a three minute time limit. Items brought up during Public Comments that are not on the agenda can legally have no action. The City Council may direct that the item be referred to the City Manager for administrative action or may schedule the item on a subsequent agenda.

            1.         ADOPT MINUTES OF SEPTEMBER 12, 2006

 

            2.         NOVATO POLITICAL FAIRNESS ORDINANCE AMENDMENT

 

Second reading and adoption of an ordinance amending the Novato Political Fairness Ordinance to establish campaign contribution limits and other election requirements.

 

Recommendation: Adopt ordinance.

 

            3.         CONFLICT OF INTEREST CODE AMENDMENT

 

Consider introducing an ordinance repealing and reenacting Section 2-22.1 relating to the Conflict of Interest Code, Appendix A, to add specific employee position titles.

 

Recommendation: Introduce ordinance.

 

            4.         DOWNTOWN NOVATO BUSINESS IMPROVEMENT DISTRICT

 

                        A.        Consider accepting and approving the Downtown Novato Business Improvement District (BID) annual report, budget, and appointment of duly elected Board of Directors of the Downtown Novato Business Association as the BID Board for calendar year 2007.

                        B.        Adopt Resolution of Intention to Levy an Annual Assessment, and set a public hearing for November 14, 2006

(Item is time sensitive in order to meet the annual Finance Department billing process.)

 

Recommendation: A) Accept and approve BID annual report, budget, and appointment of duly elected Board of Directors of the Downtown Novato Business Association as the BID Board for calendar year 2007; and B) Adopt Resolution of Intention to Levy an Annual Assessment, and set a public hearing for November 14, 2006.

 

            5.         NOVATO BICYCLE/PEDESTRIAN ADVISORY COMMITTEE ANNUAL REPORT

 

Consider receiving an annual report from the Bicycle/Pedestrian Advisory Committee (B/PAC) regarding their activities during fiscal year 2005/2006.

 

Recommendation: Receive and file 2006 B/PAC Annual Report.

 

JOINT CITY COUNCIL/NOVATO PUBLIC FINANCE AUTHORITY MEETING - Item 6 only

 

            6.         CONSTRUCTION CONTRACT: CORPORATION YARD IMPROVEMENTS

 

Consider adopting a budget resolution in the amount of $525,000 and awarding a construction contract for the Corporation Yard Improvements, CIP Project #98-012, in the amount of $2,571,648 plus 10% contingency to Alten Construction as the lowest responsible bidder. The contract amount consists of the base bid.

 

Recommendation: Adopt resolution and award construction contract for base bid.   

 

            7.         NOVATO TEEN CENTER/GYMNASTICS CENTER ROOF REPAIR PROJECT - NOTICE OF COMPLETION

 

Consider accepting the contract work as complete and authorizing the City Manager to sign a Notice of Completion for the Novato Teen Center/Gymnastics Center Roof Repair Project, CIP No. 03-015.

 

Recommendation: Accept the contract work as complete and authorize the City Manager to execute the Notice of Completion.

 

G.       UNFINISHED AND OTHER BUSINESS
