WELCOME . . . By your presence in the City Council Chambers, you are participating in the process of representative government.  To encourage that participation, the City Council has specified a time for citizen comments at two places on the agenda ‑‑ once following the “Consent Calendar” under “Community Announcements,” at which time citizens may address the City Council concerning any brief item of community interest not on the agenda and not-to-exceed one minute in duration for any speaker; and again directly following “Community Announcements,” under “Audience Participation,” at which time citizens may address the City Council on any matter of City business not on the agenda with each speaker limited to three minutes. 

 

Copies of staff reports or other written documentation relating to each item of business referred to on this agenda are available for review on the world wide web at www.citymb.info, at the County Library located at 1320 Highland Avenue, the Police Department located at 420 15th Street, and are also on file in the Office of the City Clerk for public inspection.  Any person who has any question concerning any agenda item may call the City Clerk's office 310/ 802-5056 to make an inquiry concerning the nature of the item described on the agenda.

 

All Public Hearing and General Business agenda items which have not been introduced by 10:30 p.m. will be continued to the next Regular City Council meeting, or to such other time set by the City Council prior to adjournment, unless the Council votes to suspend this rule.

The “Consent Calendar” adopting the printed Recommended City Council Action will be enacted with one vote. The Mayor will first ask the staff, the public, and the Councilmembers if there is anyone who wishes to remove any item from the “Consent Calendar” for discussion and consideration.  The matters removed from the “Consent Calendar” will be considered individually at the end of this Agenda under “Items Removed from the Consent Calendar.”  At that time, any member of the audience may comment on any item pulled from the “Consent Calendar.”  The entire “Consent Calendar,” with the exception of items removed to be discussed under “Items Removed from the Consent Calendar,” is then voted upon by roll call under one motion.

Resolution of the City Council of the City of Manhattan Beach Adopting a Revised Complimentary Tickets and Passes Policy Pursuant to Fair Political Practices Commission Regulation 18944.1.

Consideration of Financial Reports:

Resolution Approving Coverage of All Officers and Employees Under One Master Faithful Performance Bond.

Resolution Accepting 2011 State Homeland Security Grant Program Funds in the Amount of $93,696.

RECOMMENDATION:

a)   ADOPT RESOLUTION NO. 6376

b)   APPROPRIATE $93,696 FROM THE GENERAL FUND

 

 

08/07/12-8.

Award of Three-Year Contract for Crossing Guard Services to All City Management Services (Estimated Annual Value of $222,500).

RECOMMENDATION: APPROVE

 

 

08/07/12-9.

Consideration of Changes to Variable Rate Debt Instruments for Marine Avenue Sports Fields and South Bay Regional Public Communications Authority:

a)    Authorization to Acquire a Replacement Letter of Credit with Union Bank for Marine Avenue Sports Fields Variable Rate Debt;

b)    Selection of Loop Capital Markets as Remarketing Agent for Marine Avenue Sports Fields Variable Rate Debt;

c)    Authorization to Pay-off Existing South Bay Regional Public Communications Authority Variable Rate Debt of $1.45 Million by Transferring $1.18 Million of Available Capital Improvement Project (CIP) Funds to the General Fund and Utilizing the Existing Debt Service Reserve and Budgeted Debt Service Costs in the Fiscal Year 2012-2013 General Fund Budget to Effect the Pay-off.

RECOMMENDATION: 

a)    APPROVE

b)    APPROPRIATE $1,339,533 FROM THE GENERAL FUND

Letter of Agreement with Beach Cities Health District and the City of Manhattan Beach and Grant Funding for Paramedic Education and Medical Supplies in the Amount of $29,359.

RECOMMENDATION: APPROVE

 

 

08/07/12-11.

One-Year Renewal of Fire Records Management System Support and Maintenance Contract with Fire Information Support Services, Inc. in the Amount of $25,582.

RECOMMENDATION:

a)  WAIVE FORMAL BIDDING

b)  APPROVE

 

 

08/07/12-12.

Award a Construction Contract to All American Asphalt ($390,155) for the 2012 Slurry Seal Project (Area 7, Sand Section; Bounded by Northerly and Southerly City Limits, Valley Drive, Blanche Road and Bell Avenue on the East and The Strand on the West).

RECOMMENDATION: APPROVE

  

 

08/07/12-13.

Progress Payment No. 1 in the Net Amount of $129,197.59 to Martinez Concrete, Inc. for the Section 7 (Longfellow Avenue to 45th Street, Valley Drive/Blanche Road to The Strand) Concrete Repair Project.

RECOMMENDATION: APPROVE

 

 

08/07/12-14.

Progress Payment No. 5 in the Net Amount of $186,891.19 to John T. Malloy, Inc. for the 2011-2012 Water Main Replacement Project.     

RECOMMENDATION: APPROVE

 

 

08/07/12-15.

Approve Plans and Specifications for the Fiscal Year 2012-2013 Water Main Replacement Project (Area 1 - Hill Section, Bounded by Ardmore Avenue, Manhattan Beach Boulevard, Sepulveda Boulevard and 8th  Street); Authorization to Solicit Construction Bids; and, Additional Appropriation ($320,000).

RECOMMENDATION:

a)    APPROVE

b)    APPROPRIATE $320,000 FROM THE WATER ENTERPRISE FUNDS

 

 

08/07/12-16.

Progress Payment No. 1 to Ramona, Inc. for the 2011-2012 Sewer Main Rehabilitation Project, Phase 1 ($208,170.00).

RECOMMENDATION: APPROVE

 

 

08/07/12-17.

Approval of Plans and Specifications for the Sand Dune Park and Marine Avenue Park Fence Project and Authorize the City Manager to Solicit Construction Bids.   

RECOMMENDATION: APPROVE
